The Tab and Box are not showing at all

Is this has something to do with my current theme I use for my site?

Hi,
Please save the options once. I could not find any scripts from the plugin in that page. If you are using a custom theme, please make sure you have wp_head() just above the </head> -
I saved the options and put wp_head() above . Nothing changed, I still can't see the tab and box !!! What should I do?

Please put the wp_head inside php tags, like
<?php wp_head(); ?> -
